How do you change Loss conditions?

I don't want the players to start with any planets.

Hello, I am working on a map and I would like for all the players to NOT start with a planet. Just a ship. However, even if the player has a colony ship, you fail instantly if you don't own a planet. Can I make it so for this map alone without requiring players to have any modded game files?
