There's a good chance that your video card can't play the game. Some video cards can't display 32bit DirectX. What type of video card is in your laptop?
Try this:
Change your screen resolution to be running in 16bit color (65k colors).
Run The PoliticalMachine like this: c:\>polmachine w
And see if that works. That should force the game into using 16bit color. Let me know if this works.
