You say that like you have inside knowledge. As you are as far from "intelligent life" as can be discerned on this forum, I don't think you know any more than astronomers do and you likely possess orders of magnitude less knowledge than astronomers.
I'll entertain your concept for kicks.
Look up the work of Dr. Robert Zubrin. He's the head of the Mars Society and has written extensively on the development of civilization throughout the universe and the stages it might occur in. Zubrin postulates that since the universe formed at about the same time, civilizations within it will do so as well and at about the same pace. I personally think civilizations will never survive after the development of the playstation 3 and internet porn but that's another thread.
Let's backtrack and apply the above paragraph to the game.
All 10 civilizations in Dread Lords are about the same age and have roughly the same technology. The differences are small enough that ambitious races can catch up through military conquest or research. They all come from the Precursors which are simply a plot device.
They all reach hyperdrive at about the same time. Do you believe that they didn't have to deal with the concept that industry might be toxic to their existence and ambitions if they didn't have it under control? Even the Yor have to worry about toxic output because machines aren't immune to stupid practices either.
