Morale on one planet is beginning to dive. I lose 2% every round and I can't figure out what to do to fix that. I can build and upgrade my entertainment centres and I still lose plenty per round. I don't have transports so I can't shuffle people off the planet. Any other ideas on how to combat this (all my other planets have a huge morale).
